In response to the "Guidelines for Safety Disposal of Abnormal Production Conditions in Chemical Enterprises (Trial)" and "Technical Specification for Safety of Ammonium Nitrate" (GB44022-2024) issued by the Emergency Management Department and the State Administration for Quality Supervision and Administration in late April, Hebei Jiheng Group Blue Sky Sairui Company quickly initiated special research and implementation work, comprehensively deepened the safety disposal of abnormal working conditions, and revised relevant systems and operating procedures in combination with key content and the company's actual situation.

    According to the Li headquarters of the company, since May, the Safety Department and Production Department have organized safety production management personnel at all levels to study and discuss the "Guidelines for Safe Handling of Abnormal Production Conditions in Chemical Enterprises (Trial)" and the "Safety Technical Specification for Ammonium Nitrate". In early June, Xiong Gang, Vice President of Jiheng Sairui Company (one of the drafters and compilers of the "Safety Technical Specification for Ammonium Nitrate"), organized relevant personnel to receive strengthened training and examinations.

    In mid June, the production department of the company organized various workshop managers and job personnel to prepare safety disposal documents for abnormal working conditions of internal process equipment in combination with the spirit of the documents and the actual situation of the company. Starting from June 20th, the production department began organizing relevant departments and workshops to conduct a joint review and supplement on the key points of safety disposal for abnormal working conditions in positions, and revised the process operation procedures for ammonium nitrate, nitric acid, nitro compound fertilizer, sulfuric acid, potassium sulfate, and other processes. From June 27th to 28th, the production department conducted centralized training and exams on the key points for handling abnormal working conditions in various workshop management personnel and job positions in batches. The next step is for the company to supervise each workshop position to carry out safety disposal drills for abnormal working conditions, truly understand and implement the spirit of the document, and effectively improve the safety disposal ability of frontline personnel for abnormal working conditions.
