On August 16th, appointed by the Hebei Provincial Administration for Market Regulation, two experts from the Provincial Product Quality and Safety Testing Center, Qi Weiyi and Pang Liang from Qian'an Zhonghua Coal Chemical Co., Ltd., conducted on-site verification of the extension and scope change of the Industrial Product Production License (Compound Fertilizer) of Hebei Jiheng Group Blue Sky Branch. Personnel from Hengshui Market Supervision Administration and High tech Zone Branch accompanied the entire process. The company's administrative director Sun Zhongming organized the quality inspection department, production department, and relevant departments to receive the inspection team.

  At the first meeting, Mr. Sun gave a detailed introduction to the many measures taken by the company to upgrade control and automation in the production and quality management of compound fertilizers since the last certification was obtained five years ago. These measures mainly involve the "full coverage quality management system" from raw materials, production processes to finished product delivery, from product packaging labeling, production and storage environment to facility and equipment operation, from raw material procurement to finished product sales. And introduced the relevant situation of the company's formulation of the "Industrial Product Quality and Safety Risk Control List" based on product characteristics and the improvement of the "daily control, weekly investigation, and monthly scheduling" work mechanism since the State Administration for Market Regulation issued Order No. 75 on May 5, 2023.

  During the review, two experts conducted a thorough inspection of 13 key points in four modules of the company's certification materials, personnel capabilities, production and inspection facilities and equipment, and process control, in accordance with the Implementation Rules for the Production License of Fertilizer Products. The expert group conducted a comprehensive and in-depth review of the infrastructure, production equipment, inspection equipment, system implementation, personnel capabilities, production records, incoming inspection, factory inspection, and non-conforming product control in the company's compound fertilizer production through reviewing records, checking ledgers, and on-site questioning.

  Subsequently, accompanied by relevant unit leaders, experts conducted on-site inspections of the production workshop, raw material warehouse, finished product warehouse, control room, laboratory and other facilities and equipment of the company's compound fertilizer products.

  At the final meeting, Team Leader Qi Weiyi gave full recognition to the company's raw material product inspection, production process control, and enterprise management level. He announced that the on-site inspection had been passed and reported to the Hebei Provincial Administration for Market Regulation for certificate replacement. The two experts unanimously believe that the company has complete infrastructure, sound systems, effective management, high-quality products, stable performance, and meets the requirements of national standards and the "Implementation Rules for the Production License of Fertilizer Products" (Part 1) (Compound Fertilizer Products). At the same time, the experts have also provided guidance and professional suggestions for the company's fertilizer production and inspection work.

  Finally, Mr. Sun, on behalf of the company, expressed gratitude to the expert group for their inspection work and emphasized that the company will take this inspection as an opportunity to continuously strengthen the quality awareness of all employees, improve the comprehensive quality management system, strictly optimize production and quality control processes in accordance with the opinions and suggestions of the expert group, refine the implementation of responsibilities, ensure the implementation of various measures, and further stabilize and improve the product quality level.
